The Hyderabad Disaster Response and Asset Protection Agency (HYDRAA) is considered the brainchild of Telangana Chief Minister Revanth Reddy. The agency functions under the Municipal Administration Department, which is directly overseen by the Chief Minister himself. Although HYDRAA was established with good intentions, it has faced widespread criticism and allegations that it has deviated from its original objectives. One of the major allegations is that the agency has been selective in pursuing its targets. Over the past few days, the Telangana High Court has made strong observations regarding HYDRAA's functioning and the manner in which its Commissioner, Ranganath, has been discharging his duties. Despite these remarks, there has been no indication that Chief Minister Revanth Reddy, who also heads the Municipal Administration Department, has examined why the High Court made such serious observations, whether there are shortcomings in HYDRAA's functioning, or whether corrective measures are necessary.
In simple terms, the Telangana High Court's observations on HYDRAA are considered to have serious implications for the government. Officials remarked that it is inappropriate for the Chief Minister to ignore such severe observations when they concern an agency functioning under a department directly under his supervision. The High Court recently observed that all government departments appeared to have "surrendered" to HYDRAA, even though it was created merely through a Government Order (GO). The court also expressed its displeasure on several occasions over HYDRAA's repeated disregard of its directions. It questioned why as many as 63 contempt of court petitions had been filed against HYDRAA Commissioner Ranganath. These observations were made during Monday's hearing on the Lothukunta land dispute. The High Court also directed the Telangana Chief Secretary to remove Ranganath from the post of HYDRAA Commissioner.
According to official sources, this is the first time since the formation of Telangana that the High Court has issued such serious directions against a government official. The High Court observed that Ranganath's repeated violation of court orders was unacceptable and directed the government to appoint another officer in his place. During the hearing, HYDRAA Commissioner Ranganath tendered an apology to the High Court. In an affidavit, he stated that he had the utmost faith in the courts and the judicial system. He also informed the court that HYDRAA officials had not entered the 40-acre land falling under Survey Nos. 1 and 2 at Lothukunta. In his affidavit, Ranganath further alleged that the petitioner had made false accusations in the matter.
