Rs 20,000 Crore Incentives for Reliance: Are AP Taxpayers Paying the Price?

Whenever an industry comes to a state, it is expected to create significant benefits for the people and youth of that state. However, the approach of the Andhra Pradesh government appears to be completely the opposite. While it remains unclear what benefit the state itself is receiving, massive financial advantages are being extended to large corporate companies. Despite being deeply burdened with debt, the government is not only failing to gain meaningful returns from these investments but is also set to lose huge amounts of revenue. IT Minister Nara Lokesh has repeatedly claimed that the government is offering large incentives and land at discounted rates to industries in order to generate employment opportunities in the state. But there appears to be very little truth in these claims.

                                          Particularly in the case of data center projects, Andhra Pradesh is likely to suffer massive losses. After already announcing huge incentives for Google and Adani data centers, the AP government has now extended similar benefits to corporate giant Reliance Industries for its proposed giga-scale AI data center in Vizianagaram district. The total value of these incentives and concessions is estimated to be close to Rs 20,000 crore. However, the company is expected to create only around 1,000 jobs — and even that is not guaranteed. The government order merely states that there is a “possibility” of such employment generation. Officials say that even if Reliance provides all 1,000 jobs as promised, it would effectively mean that the Andhra Pradesh government is offering incentives worth nearly Rs 20 crore for every single job created.

                                       An IAS officer reportedly remarked that instead of granting Rs 20,000 crore worth of incentives to a company like Reliance for a data center project, the government could have directly provided financial assistance of Rs 1 crore each to selected unemployed youth, which would have benefited both the state and its young population far more effectively. Apart from what officials describe as indiscriminate incentives to data centers, several reports have also warned about serious environmental issues these projects could create in the future. In addition, such projects require enormous amounts of electricity and water. Officials say the situation is nearly identical in the case of the Google-Adani data center project as well. While these companies stand to gain huge benefits from the government, the N. Chandrababu Naidu government is projecting these projects as if they will bring extraordinary benefits to Andhra Pradesh. However, even IAS officials reportedly maintain that there is very little truth in those claims.
