AP’s ₹1 Lakh Cr Data Center: Why Land Given to Adani, Not Raiden?

The Andhra Pradesh government created a huge buzz a few days ago claiming that a ₹1 lakh-crore Google Data Center would come up in Vizag. They said this project would not only change the landscape of Vizag but also transform the very face of Andhra Pradesh. There is nothing wrong with that. But while giving concessions, the government issued a G.O. in the name of Raiden Infotech India Private Limited. The question now being widely discussed is: why are they transferring all the data center land to the Adani Group company even though concessions were given in Raiden’s name?. Why should Raiden face any difficulty in taking the land directly? When all concessions were given in the name of this very company, why was there a need to allocate the land not to that company but to Adani Infra India Private Limited? Regarding the implementation of this project, even if agreements were made between different parties, several doubts are now arising over why the land was given in someone else’s name rather than to the company that received the concessions and DPR.

The entire land related to the data centers project, which is expected to be set up in Vizag with an investment of over ₹1 lakh crore, is going to be allotted to Adani Infra India Private Limited. It is known that for this project, 480 acres across three locations in Vizag and Anakapalli districts were identified. All these 480 acres are being transferred to Adani Infra India Private Limited through orders issued by IT Department Secretary Katamneni Bhaskar. The G.O. mentions that Raiden has listed Adani Infra India Private Limited, Adani Connex India Private Limited, Adani Power India Private Limited, along with the subsidiary companies of Bharti Airtel Limited—Nxtra Data Limited and Nxtra Vizag Limited—as their notified partners. It is known that these companies together announced that they would set up data centers with a capacity above 1000 MW in Vizag.

According to the G.O. issued on September 11, 2025, Raiden would invest ₹87,520 crore. For this, the government agreed to provide concessions amounting to ₹22,022 crore. This was decided as the maximum amount in the SIPB meeting. However, the earlier G.O. 40 mentioned that Raiden’s notified partners must invest and receive concessions. They claimed that this investment would generate large-scale indirect employment, but they did not specify the number of employees. Raiden and its associated companies—Google and Google Cloud—were said to be committed to the project. The G.O. stated that the project would follow Google’s infrastructure quality and include global data center standards. Based on the Detailed Project Report (DPR) submitted on August 22, 2025, they mentioned that the project would be implemented. Here is another strange point: while the G.O. states that all 480 acres are being transferred to Adani Infra India Private Limited, the same G.O. also says that Raiden will allocate 160 acres of Rambilli land to Nxtra Data. The remaining two sites, however, will go to the Adani company.
